Blockchain is a bitcoin company that provides several bitcoin services, such as the Blockchain.info wallet, block explorer, and developers API.

I don't believe they have anything to do with Blockstream. They have also been very vocal about raising the block size and supporting Classic too. I think they were working on Lightning for a while now, way before all this drama happened to be honest.
