When I use the Bitcoin Core software to move my bitcoin to a different wallet address, it asks me for a passphrase. When these address were created, no request for a passphrase was encountered. How are these assigned, and where can I find them? Or: can I just create a new wallet and ask for its passphrase?

It only asks for the passphrase when you move money out of the wallet not when you receive it. It's a security measure they you set up when you installed the wallet.

When you set up the wallet, it should have prompted you for a passphrase to encrypt your private keys. It is done in a way that you can see the public keys, but not the private keys, meaning that you can receive but not spend. To spend, you need the password.
