Indeed. There is no need to wait for 2017. Most people who need to act really are aware of this situation and will upgrade if there is a majority.

There will be some incidental bitcoin users. They would get a message from their client.

Although they could still send bitcoin. All that takes is a few old nodes on the net that are whitelisted with upgraded nodes. These could forward all the transactions. Assuming they could find these nodes.
