Territory not supported to buying a Bitcoin

my friend who lives in Sri Lanka trying to buy bit coin , but he is unable to complete the transaction . He is getting a message to say "Terrotory not supported "

Can any of the members could explain me why this is ,
Is it because , the government of that county had banned Bitcoin ?

Shouldn't be like that. Maybe it's exchange or wallet he's using do not allow to do so cause of their inner laws. Tell your friend to change a wallet, he should be able to move cryptos whenever he wants.
