I would like to find an exchange that i can buy Bitcoin cash with USD and sell BCC/USD. I registered with CEX.io and went through the verification process only to find out that they dont operate in Florida.

Does anyone know of an exchange that can help me?

This is going depend on your bank but you definitely may buy Bitcoin Cash with USD (bank card) at Changelly:

Cex does it's banking using https://cryptocapital.co/#EXCHANGES there are some other exchanges listed. Those are mostly europeans.
The small bank they are using is located in Pruszkow, which is a story on it's own.

Maybe Kraken could be an option to you?
