A protocol for Juries and referendums

Here is a document describing a protocol for Juries and referendums.

This protocol could be used to manage a bitcoin account in a way that injects randomness in order to minimize the opportunity for bias. It's slightly more complex than multi-signature addresses because the pool of who can sign randomly changes for each transaction. There are many potential use cases such as the basis for a DAC. It seems the Bitcon Hive Mind project could leverage some of the ideas.

Ultimately my vision is that the protocol would support a Justice App which provides access for anyone to a genuinely humane global decentralized peace force (police) whose force is regulated via an open jury protocol. i.e. If one has a complaint the network forms a randomized Jury who then through a transparent process, investigates the complaint and finally forms a Judgement.
