Is NEM divisible? Wouldn't this be a problem with transactions costs in the future?

At 9,000,000,000 total coins, if NEM reached the current market cap of ETH or BTC, it would have a ppc of $3-4. Even if rates were set at 1 XEM per transaction, that is still steep for 'cup of coffee' transactions.
Is NEM divisible? Could rates be .5 XEM, ect? Is this a realistic problem for the deep future?

There was talk on the Telegram of the fee being reduced by a factor of 20 in the next few weeks.
