I found an app today that lets you do just that. It's for Android from what I can tell, and the nice thing about it is that unlike most survey apps, you DO NOT need to spend 30 mins to an hour answering questions. It literally presents you with one question, you answer it, you get credited. You can also pay to create your own polls.

Works best if you live in the US and own an Android phone.
