Example of dynamic distrutive fee set up:
100 bits per transaction ( destructive fees )
Fee doubles - 10 days of transactions over 2,000,000 or (200,000 per day)
Fee Cuts in half- every 10 days of transaction below 5,000,000 (50,000 per day)

Peercoin was the first to do this with fixed fees that are NOT inserted into a Proof-of-Work block (nobody gets them). We use a similar algorithm to limit inflation over time as well as to mitigate micro-transaction flooding.
