For the "safest" you're going to want to go with a hardware wallet, since they are less susceptible to online attacks (malware, viruses, etc). Here is a list of hardware wallets that you are free to go through: http://bitcoinx.io/wallets/?s=hardware

Are you trying to find wallet software or a hardware wallet? Either way I would recommend that you use a multisig address for secure storage. With multisig you can require multiple 'passwords'/private keys (currently up to 3) in order to withdraw funds.
