The page is not showing any problems on my end - it may be the case that the Qatari government is preventing you from accessing the site through an internet filter.

We would like to apologise on behalf of Simplex for any inconvenience caused, and look forward to reinstating the service at buy.bitcoin.com in the very near future.

I can't vouch for any other sites as we are unaffiliated with them but perhaps some other users might have some suggestions.

Is your only address in Qatar or are you a visitor from another country? If it's the latter you could open an account with other web wallet options using your home country address and bank account or credit card.
