NEM vesting questions

I have some questions about the XEM vesting processes.
I just bought some XEM at poloniex. Since it's only a little amount, I don't want to pay 15 XEM yet to transfer it to my own wallet.
Will it be vesting while it's at poloniex?
Thinking about it a bit more: if XEM is vested while it's at some account, ant the vested/unvested ratio remains after transfer, isn't all the XEM in the world already vesting? So if I buy XEM somewhere, wouldn't I always get a certain ratio of vested/unvested XEM?

You should pay the fee. If the exchange gets hacked instead of losing 15 xem you lose 10,000? I don't like that idea. Keep it safe & send it to a nem wallet that you own.
