There's a command line option: -zapwallettxes that will clear your wallet of all transactions it will then scan the blockchain for any transactions that belong to you so your wallet will end up containing only confirmed transactions and you will be free to respend coins from unconfirmed transactions. You could then use the coin control feature (enable from options) to create a new transaction spending the same coins as the low-fee transaction you want to resend.

Looking at both of these transactions and one can see that even know the size of the transaction is small the fee paid on each of them is still too low for the miners to include the transaction into a block receiving the confirmation needed.

The fees paid for the two transactions above were 52.356 sat/B and 52.083 sat/B. The recommended fee to pay at the time of writing this is 360 satoshis/byte for the median transaction size of 226 bytes.
In future check a site like this one to see what the optimal fee should be set at: https://bitcoinfees.21.co/

You could try speed up this transaction by seeing if you can add it to the viabtc tx accelerator but they only take 100 tx's per hour and i don't know if they like to include low fee transactions because there are lots of people with higher fee tx's waiting to get in.
