That is just not true, some online wallet provider are now passing on the transaction fees to their clients but you shouldn't really be storing any bitcoins in an online wallet anyway.
If you store your bitcoins in a wallet that you control the private keys to then you select the fee you want to pay.
Fees are not mandatory to broadcast a transaction to the network but if you want your transaction confirmed it's best to add the highest recommended fee for the best chance to be included into the next block.
