I don't follow micro earning sites like this but those rates are very poor, you can get up to $0.35 per user but that is only if the user continues to log in and use the site for 120 days.

Is this normal for referral rates, how many people really waste their time with such low earning programs?

I don't really think that it would be worth it especially if you're going to be legit about the process and not fake your customers. You are racing against botters that are automatically getting hits and sign ups.

The $0.04 basic rate is pretty ridiculous, even if you get 250 sign ups an hour you won't even be achieving the minimum hourly wage.
