No there isn't, and if charges were pressed you'd have a very good case in court. An apology to the fire department would be appreciated though if it turned out to be absolutely nothing. Food burning on the stove (your example) is a fire and can create a lot of smoke and the fire department has ways to ventilate a building. The fire service would rather see people use the alarms if they think there is a fire rather than being afraid to pull it for fear of repercussions. Be sure to let the department know you're the one that pulled it and why you pulled it. Also if at all possible have an idea of who all could still be inside the building, or if the building was completely evacuated.
