Farm and cooling matter

Recently, we had some plans to launch a new Mining Farm inside a combined cycle power plant in an island with the following details:

1. Miners (Antminer-S9): 7000 Units for the first phase which may be increased to 30,000 Units in the next phases.

2. Electricity Price: 0.028 USD per KWH

3. Physical space (site): 50 Meter (Length) * 7 Meter (width) * 7.5 Meter (height)

4. Weather
Winter:
Temperature: 25-30 Degree
Humidity : 30-50 %

Summer :
Temperature: 40-45 Degree
Humidity : 90-95 %

I should say that the high temperature and humidity may be a problem for the miners in the summer. So, as you see, we are facing a cooling problem here.

Fortunately, we could handle this problem in the winter by using the water-curtains and negative-Fans. This ensures that the miners will work without a damage.

But still, i have some doubt about this process of cooling and its functionality in the summer. (Chinese Solution.)

Question :

Now we're looking for someone who has experienced such a situation and could help us out with the cooling challenge we're facing to.

P S 1: We have a very low cost of electricity, so one costly method may be feasible here. As mentioned before, the farm is in the power plant. So, we have no problem with the electricity accessibility. But, the capital investment is very important for us.

P S 2 : we can move the mining farm to another place of the country with a much better weather, but for some reasons, we prefer this to be our last option.

P S 3 : we have enough physical space, so we can redesign the farm (relocate the shelves, miners and ... ) based on the cooling system.
