Is Initiative Q an outright scam?

Initiative Q the new bitcoin (https://qinvitation.com/). I spent 30 minutes checking it out and as best as I can tell it's a total scam to see if they can trick people into joining it without declaring what it is or how it works. Every word of every page (even the FAQ) seems to be 100% hyper marketing. There's no sharing of how it actually works. Even the name seems spoofy...Initiative Q...IQ...as in "I'm testing your IQ to see if you're stupid enough to join."
