I strongly disagree with this viewpoint.
I have a few friend who are just little shrimps, not really capable of doing any harm, but they play shooter games. They are not violent people.
Personally. I sometimes play shooters although I'm not a huge fan of them, since I prefer stealth or sniping gameplay, but most modern multiplayer shooters do not provide enough cover, space, time, etc. to play as a sniper. And stealth just isn't really possible in multiplayer.
I'm not a violent person, completely against it in fact. If I'm ever angry or need to blow off some steam, shooters typically do a good job at that.
I like to think that shooters don't encourage violence in real life, but help prevent it because it can be used as an outlet to let out your emotions, versus normally taking violent actions in real life.
Games can be a piece of art. If you want art, if you want beatiful music, gorgeous landscapes, great voice narration... if you want a meaningful plot and have to take meaningful decisions, you have to play the Brute Arna. Winning in the arena, you earn points and then become an unshakable champion of the Arena!
