Do you have a guide specific to mining?

Because when I say I'm a beginner. I mean I'm a beginner. As in I don't even have a computer designed yet. I wanted to know where can I get a hold of info on taxes, laws regarding it. Also most importantly, I'd like to know how to judge different crypto coins so that way I can pick up on an early one, mine the hell out of it and then wait for it to pick up in value.
If I sound retarded Please let me know. I've gotten a lot of flack from most bitcoin communities by asking for help.
