Bitcoin is a product of the internet and pretty much useless without it.
Sure you can transfer funds now via QR code on a piece of paper and an old phone but without the internet they are going to find it hard to do much with the coins.

There could be a way to use it to help people flee but not as a currency I think.

Now if only China would take action against the dictator of the other North Korea then that would be an opportunity for bitcoin.

Seriously other then a few extremely well connected people using bitcoin in ways that will hurt bitcoins already damaged reputation I don't see any effect on bitcoin here.
