CEX.IO super low blockchain transaction fee causing huge delay

So I instructed a transfer of BTC from CEX.IO to Binance around 14 hours ago and still haven't received it, so I thought something must be up. I did some digging (fairly new to crypto) and found that the fee per byte that CEX.IO set on the transaction is 16 satoshi/byte.

Took a look at https://bitcoinfees.earn.com/#delay and it seems that this transaction will take place in like 18 hours if it is not delayed. IF IT IS NOT DELAYED. And looking at the chance of it being delayed, my transaction is likely to take weeks before it is completed.

Even if CEX.IO wants to maximize margins from withdrawal fees, this is stingy to the core considering the fact that they lump other people's transaction with mine as well (so they are taking the withdrawal fees from them too).
