What is going on with the service and how to solve or refund?

The bitcoin network currently has ~340K unconfirmed transaction. Maybe an all time high. The average transaction fee is around 900 satoshis per byte. Your transactions have around 350 satoshis per buy. i.e. Your fees are too low. Either use a transaction accelerator which would charge you more fees or wait it out until who knows when.
