Transfer BTC from paper wallet to another paper wallet

Why to do so i have to use the middleman and create regular wallet and give on the way my private key to 3rd party?
what is the technical problem causing this issue?

You should never give your private key to any other person or homepage.
If someone is asking you to do this it is very likely that they want to steal your bitcoins.

What is it you want to do exactly and what 3rd party wants your private key?

every wallet except paper will ask you for the private key if you want to use your funds.
my question is technical, why there is no option to transfer from paper wallet A to paper wallet B?

There is no technical reason. It is a safety feature for users.

Most wallet work with a BIP39 seed.
Meaning that you can recreate all addresses with only the seed.

Some people used to import private keys to those wallets and did not realize that the imported private key would not be recoverable using the seed and lost their bitcoins.

Because of that most wallets now do not allow you to import the private key but sweep the funds to an address the originated from the seed.

I guess if you download a full node wallet you will be able to import the private key and spend directly to another paper wallet.

i think you missed my point. i want to transfer without wallet at all, just paper wallet.
not import and not sweep.

How do you want to transfer bitcoins from one address to another without broadcasting a transaction to the internet?

The bitcoins are not on your paper wallet.
The paper wallet only contains the private key that lets you move the bitcoins on the blockchain.
