I don't believe that there are laws against a minor having a bitcoin address. Moreover, identity is not tied to bitcoin.

When "cashing out" (e.g., Bitcoin to US Dollars) this is where identity may get somewhat attached (the exchange company is likely keeping records, and your bank receives the incoming $$$ transaction from the exchange company) to a bitcoin address.
