CBOE Withdraws ETF Application, But Will It Try Again?

CBOE has withdrawn its ETF application due to the government shutdown (they apparently were afraid it would be automatically rejected since the SEC is on shutdown). But now that the shutdown is over for at least 3 weeks, do you think that CBOE will try again?
