Visa BITCOIN cards in Europe

I am new here and new to bitcoins. Just started a few days ago.

My question:
I read something saying xapo will terminate Visa cards for non European resident based on regulations from VISA

Is this true?

Does this mean that non European residents can't have a Visa card from cryptopay or wirex.
