It was founded in early 2014 by Andrew Colosimo, AKA “snailbrain." An open source project on GitHub, it is developed collaboratively and has been reviewed by the Chief Scientist of Namecoin (from which it was forked). It has an active community which can be found on Facebook, bitcointalk, and its own dedicated forum.
There was never any CFC or ICO. There was a premine of 85K HUC for development and marketing bounties, but ~65K was lost when lead developer Mikhail Sindeyev passed away. Development is ongoing, however, and they are currently focused on the Huntercore update, which will allow blockchain pruning and increased client stability. The next milestone will be a mobile app.
There will be 42 million HUC total, and a standard transaction fee of .005 HUC. With an average block time if 1 minute, Huntercoin is effectively a turn-based game. It has a block explorer here, and is currently supported only by the Poloniex exchange. It's been covered by outlets like Bitcoin Magazine and NewsBTC.
