Is Bitcoin Vault - BTCV reliable?

Hi there!

Can anyone shed some light onto the technicalities, legitimacy and reliability of Bitcoin Vault / alias BTCV? Apparently it is a fork of Bitcoin Royale and currently being traded on Coineal and Liquid.

The alleged official site and whitepaper is available at bitcoinvault.global

Is it a private coin? Descentralized or Centralized Mining?
