The Securities and Exchange Commission Agency (SEC) turned down a proposal to allow the creation of an exchange-traded fund for bitcoin earlier in March, however, on March 23, the Bats BZX exchange announced it would appeal the decision...

I unfortunately think the Sec decision will not be changed. Their stance is against Bitcoin, not for "investor safety" as they claim but for their own financial well being. Bitcoin openly traded on stock exchanges would make Bitcoin bigger than ever and could adversely affect their own holdings.
