My BTC never transferred and it took money out of my bank account.

I have not received my BTC since my card was declined, but the charge is still pending. My $92 has been taken out of my bank account. Like my Balance account was $110 but the available balance is $18. It's been like this for 3 days and I haven't received my BTC. So I went to another website to buy BTC thinking that I still have $110 in my account but my bank charged me an overdraft fee! I can't reverse an overdraft since the money that they charged me hasn't returned to my account. I'm so confused, someone please help
