I've been using Signal by Open Whisper Systems for a while now and apparently WhatsApp is using their system, so I think it's legit.

If it wasn't, Open Whisper Systems would have something to say about that methinks.

It seems that BitX is doing what I am talking about. By the looks of it, you can pay South African bank accounts with BitCoin and it converts the funds automatically. Checking it out more.

I would think there has to be an 'organic' increase. For example, if a block size reaches 1mb, it would have to have the ability to increase on its own as and when it's needed. It would be good to have the size increase to a capacity that 'is needed for that block' instead of a general increase of 1...
