Is it correct that under BIP 100 it becomes possible to reduce blocksize by vote even if the network was running at capacity and the situation required larger blocks? And if so what effect would this have if smaller blocksize's were consecutively voted in when larger ones were required for ...

What is your opinion on BIP 100?

It appears to me that it would be dangerous to have the ability to not only not increase blocksize when its needed but actually reduce blocksize, that becomes a possibility under BIP 100 right?
