No moderators are to participate in signature campaigns, yes I think that is a good rule.
Since I have looked at it from your point of view I could see why it could be a concern, although it could be policed easily.
I'm not one for signature campaigns and voted no but I will do what the members ...

I participated in a couple of sig campaigns in the old forum. I thought of it as something that makes me a little money for something I do anyways.
I am not a spammer, but truth is, I wrote some posts, I might not have send, w/o sig campaign, because I realized , that they don't really contribute ...
