Why can't a hard fork be treated like an Application Development implementation?

Why can't a hard fork be treated like an Application Development (or any other IT) implementation?

IT development projects are implemented with a blackout period for the application while the sandbox development environment is transferred into a production environment. There may be some readiness testing at that point and then the application is turned back on for users, there's a formal and time-specific "go live" event. Why can't this occur for a hard fork?

Now I understand if there's still enough debate as to whether a hard fork should happen. I believe there is a need. Obviously many don't, but that could be because of how it would be implemented and not based on the actual need to improve transaction throughput.

Something can seem like a great idea to everyone (A hard fork, etc.), but the one's who make the decicions a lot of the times don't have everyone else's interests in mind. Kind of how the world works a lot.
