Cyber Fraud payment to unlock a PC

I have received a Email from a a person claiming to have loaded Crypto type software on my PC (which he has not)and demands that a payment be made to a Bitcoin "account". Is there any way that this account can be reported and blocked to stop the person(s) benefitting from any payments made.
