I wouldn't call it anything at all, it's a 10sec clip that has little meaning without knowing in what context it was being said.

5 cents is better than 5 percent.
Who charges that much? I know moneygram bitcoin or other ones can charge that much or less but it`s a different story. You basically change and not transfer them
