I am looking for someone who can work with me as a team so we work on projects! (you have to put some money as well) and work together.No region limitation! if developer than most welcome! otherwise good PR and business minded

You'll need to be a lot more specific about the kind of partnership you are looking for.

The only thing that is clear now is that it will cost money to get involved

You're probably going to need to make it the other way around, and pay the people helping you instead of asking them to pay you

It's not about giving money! it is also about getting its return as well for long term.

Ok, let me paraphrase it:

1. You obviously don't know anybody else (friends, family, bank, investor) who wants to invest in your idea?
2. You can not tell anything about the idea, as it is so secret?
3. You look for someone to get hooked-up on the word partner?
4. You promise returns.
5. Why do you need a partner, then? Can't you do it alone?
