You'll need to be a lot more specific about the kind of partnership you are looking for.

The only thing that is clear now is that it will cost money to get involved ;)

Ok, let me paraphrase it:

1. You obviously don't know anybody else (friends, family, bank, investor) who wants to invest in your idea?
2. You can not tell anything about the idea, as it is so secret?
3. You look for someone to get hooked-up on the word partner?
4. You promise returns.
5. Why do you need a partner, then? Can't you do it alone?
