Those sort of emails (and phone calls) have been around long before bitcoin existed. The best or most appropriate action or response to such emails may be to mark them as spam and do not let them take up too much of your time (time is valuable!).
Sending money to random people who've contacted you through email (or phone) is usually NOT a very good idea.
Please don't let those sort of people get you down.
Moreover, if by chance (not likely) you really were 'hacked' (your email?, your webcam?) please considering using a more secure email provider, stronger password and covering your webcam when not in use. It might also be a good practice (?) to never write anything in email which could, in any way, be used against you. If you value your personal information too, please look into using PGP to encrypt future emails:

If you're going to buy bitcoins you should keep them in a secure and open-source wallet (rather than sending your bitcoins to random people who send threatening emails).
