This is a very big project if real, but due to the scale of it I can virtually guarantee that it's not. Even if it were, I'd have many reservations about it. bitkilo's mention of bringing in staff who may not be who they say they are is a huge risk, and in virtually all of the positions mentioned there is no way to isolate the individual behind the position from causing damage. Depending on the position that damage will be to the market itself, to vendors using it or to buyers purchasing on it.

Both of these positions put buyer information at risk if an unsavoury character sits behind them, website administrators more than forum moderators but both certainly have their risks. The quantity of people that fail to use PGP when ordering on DNM's is absolutely shocking; quite a significant majority of addresses are sent in cleartext and if a federal agent or simply a malicious actor obtained an administrative position the former would keep note of all addresses for law enforcement purposes, and the latter certainly could in order to blackmail and extort people. The DNM's of today need to be kept small enough and decentralised enough that one or two people - maximum - can run the entire market. One coding / thoroughly reviewing any externally submitted snippets of code (if freelancers are involved) / taking care of market security, and one taking care of marketplace customer service / publicity / forums etc. The only way of bringing others on board would to get a copy of their identification and run a full, thorough background check. As online information can be falsified that would include anonymously hiring a private investigator to tail and thoroughly check your potential member of staff. Thanks to what happened with Silk Road, however, you'd be hard pushed to find someone who would give you their ID. And if they did, knowing what they know about previous events, you absolutely should not hire them.

Where moderators are concerned, extra could be brought on board if the forum isn't as concerned about free speech as it is about simply having a discussion forum, as it then would not matter if free speech were to be censored because the forum would exist solely to complement the marketplace rather than being a political forum for the exchange of free speech and ideals. However, if those moderators had any kind of access that they should not due to irresponsibility of the market owner's part it could cause a lot of harm, again to buyers, vendors or the marketplace itself through server de-anonymization issues.

These positions alone could result in a marketplace failing should the people hired to maintain them decide to work for a competing marketplace or indeed law enforcement for a price.

All of these are covered in the point about mods and admins! Any one of these could introduce malicious code / MITM issues / wallet stealing mechanisms / phishing issues. Unless one person coded the entire market him/herself and was the only one taking care of every single position the OP mentioned above it would be a market that is too insecure to place even a single satoshi into. It may well end up being multi-sig, but even then you have the risk of addresses being viewed in order to extort people. You have that now, of course, but at least you're relatively sure that there aren't potentially 15 people, or a multiple of that number, viewing your information.

Another red flag is the requests to essentially name a wage. Unless backed by a large cache of Bitcoin it's very unlikely that any new market would have the necessary funds to regularly pay such a large number of staff, or even a couple, before making enough to cover its running costs from commissions. You wouldn't just be paying marketplace staff, you'd be paying coders, hosting providers, pentesters and all the other positions mentioned.

For those reasons and many more that have gone untouched, this is a terrible idea. And it is very possible that it is a sting operation that initially requires no personal information, but then slowly draws information out of those employed within it. There has been no 'Operation Onymous' or Silk Road takedown this year (and the feds do love to publicize their victories!), and you certainly cannot put it past agents of the state to engage in parallel construction (look at this giant newly formed marketplace that we've seized from this John Doe) in order to make a case against people involved in a seemingly large darknet marketplace. Is that a stretch of the imagination, perhaps? One cannot be too sure, nor can one be too careful.
